rendering.desktop is failing on ChromeOS |

Issue descriptionhttps://cros-goldeneye.corp.google.com/chromeos/healthmonitoring/testDetails?testName=telemetry_Benchmarks.rendering.desktop rendering.desktop is failing on ChromeOS because of recent proxy change. This issue can be reproduced with: chromium/src/tools/perf $ ./run_benchmark --browser=cros-chrome --remote=DUT_IP --story-filter=google_calendar --story-tag-filter=top_real_world_desktop rendering.desktop The google_calendar test in rendering.desktop skips the login step on WPR replay mode and would not work if it's connecting to the live site. This test passes if https://crrev.com/c/1330680 "Don't pass the --proxy-server flag when launching the browser for ChromeOS" is reverted.

It starts failing on CrOS 72.11261.0.0, Chrome 72.0.3609.0 .

Haven't had a chance to debug this, however I will tentatively land https://chromium-review.googlesource.com/c/catapult/+/1330317, which I suspect will fix it.
