Regression: Reload button appears disabled when Print Preview is shown.

Issue description

Chrome Version: 72.0.3614.0 Revision 6f4234cd5420f5de68072d918372507165ca8fac-refs/branch-heads/3614@{#1}(64 bit)
OS: Mac(10.13.6,10.14.1,10.14.6)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://version page and press Cmd+P to open preview page.
(2) Click on disabled 'Reload' button and observe.

Actual: Print Preview page gets closed after clicking on disabled Reload button.

Expected: Print Preview page should not gets closed after clicking on disabled Reload button.

This is a regression issue, broken in 'M72', and below is bisect info:
Good Build:72.0.3583.0
Bad Build:72.0.3584.0

Note:
1.Tried per revision bisect on Windows ,Mac and Linux OS but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect" error 
2.Hence provided suspect through 'Chromium bisect'
3.Issue not seen on: Windows(7,8,8.1,10) and Linux(14.04 LTS) OS

Summary: Regression: Reload button appears disabled when Print Preview is shown. (was: Regression: Print Preview page gets closed after clicking on disabled 'Reload' button.)
The biscetion above is incorrect. Also the bug title is incorrect. The bug is not that the Print preview is closed, but that the reload button should not appear disabled in the first place.

@ellyjones: Can you take a look?

Status: WontFix (was: Assigned)
The fact that the reload button appears disabled is deliberate - inactive widgets (like the browser window) are supposed to have their controls dimmed on Mac. The fact that it is clickable despite appearing disabled is also deliberate: for example, try clicking the window close button with the print preview open.

This bug describes the expected behavior - it's weird, but it's what the platform does.
