[M17n] Submitted symbol not correctly for Thai keyboard (TIS 820-2531)

Verison:72.0.3609.3  11263.0.0 dev-channel scarlet test 
Google input tools version:72.0.20181114.221567824   & Bob device

Steps:
1. Enabled-ime-service flag
2.Switch to Thai keyboard (TIS 820-2531) 
3.Tap the first symbol in the first line 
3.Press shift key , then tap the same key again

Actual:
Not consistent to symbol in the key , submit ' ~,

Expected:
Should submit _ %

The same issue also repro in Thai keyboard(Kedmanee,Pattachote)

The root cause is the about the BackQuote key, no matter what M17n IME is activated.
