Truncation for upper symbol for "3" key in Russian keyboard in floating mode

Issue description

Verison:72.0.3609.3  11263.0.0 dev-channel scarlet test 
Google input tools version:72.0.20181114.221567824   & Bob device

Steps:
1.Switch to Russian keyboard
2.Switch to floating mode
3.Check its UI for the first line upper symbol

Actual:
Upper symbol in digital "3" key have a truncation
