When testing on an enrolled device, we can only use a signed factory shim and unable to enter dev mode. We cannot modify a signed factory shim or turn on cros_debug flag, which makes testing difficult.

The current solution is to modify action_s in factory shim to whitelist serial numbers. It's better if we can figure out a better way to do debugging in signed factory shims.
