Press down AltGr key typing character not correctly for Viet (TCVN) keyboard

Verison:72.0.3609.3  11263.0.0 dev-channel scarlet test 
Google input tools version:72.0.20181114.221567824   & Bob device

Steps:
1.Switch to Vietnamese keyboard(TCVN)
2.Press AlfGr down, tap any key 

Actual:
Still submit original key character

If i enabled-ime-service flag, whether press down AltGr key or not, submit "1,2,3 ... 0 -= " digital with tapping the first line key ;
