Quick/Array/Dayi keyboard can not input Chinese now

Google input tools version:72.0.20181114.221567824

REPRO STEPS:
1.Switch to Quick /Array /Dayi input keyboard
2.Tap any words

Actual:
It not works, only submit English;

The root cause is: Language model data downloading is forbidden on corp account now.
So only the IME with the package language model data works.
The package languages list: English/Spanish/French/German/Italy/Portuguese/Simplified Chinese Pinyin/Traditional Chinese Zhuyin/Korean/Japanese 

All handwriting doesn't work if you didn't download data before.
