Account input box should not display suggest word by default when switch from pwd input box for any xkb keybaord

Verison:72.0.3609.3  11263.0.0 dev-channel scarlet test 
Google input tools version:72.0.20181114.221567824

REPRO STEPS:
1.Switch to any xkb keyboard
2.Switch to pwd input box
3.switch to account input box

Actual:
Suggest line should have a flash for those functions icon ,then show suggest words 

refers to attached video

Expected:
Should show function icon when switch to account input box
