USers may have opted a site into being opened as a window, or we may have been asked to install a site that opens like an app, but doesn't work offline correctly.
One way of mitigating the unappiness of this situation would be to try and improve the look of the offline dino page - apply the site's theme color for instance - so that it acts like a substitute for an offline page that that the site itself should provide via a service worker.
Note that this doesn't mean we'd be relaxing any of the existing installation requirements - this is an attempt to improve the experience when users end up in an app-like experience for a site that wasn't designed for it.
