"No connection" popup displayed in strange screen place

Device name: s7 

From "Settings > About Chrome"
Application version: 72.0.3614.0
Operating system: Android 8

Steps to reproduce:
(0)disable network
(1)open new tab

Expected result:
"No connection" popup is displayed on top.

Actual result:
Popup is displayed in place like in screenshot - with new tab it's strange place (popup is in the middle of page).

Regression - previously this popup was on bottom.

This seems to be intended, this is due to Offline indicator choices flag from chrome://flags. However adding appropriate component for further confirmation from dev team.
