No popup with editing options until page is moved |

In current stable it wasn't required.

Tested the issue on android and unable to reproduce the issue Steps to reproduce: -------------------------- 1. Launched chrome and navigated to wykop.pl/wpis/27640519 2. Able to select the text and edit popup is seen Chrome version: 72.0.3614.0 / 72.0.3615.0 OS: Android 8.0 Android device: Samsung S7 @mikewilusz: Please check the above steps and let us know if we miss anything. Is this issue consistently reproducible? Any information on reproducing the issue would help in better triaging. Thanks!

interesting - I went to chrome://flags, reset all flags to default and it helped.
