LARGE portions of the page disappear and reappear

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3614.0 Safari/537.36

Steps to reproduce the problem:
1. Browse around a bit
2. Open new tabs
3. Browse some more

What is the expected behavior?
UI doesn't flicker in/out

What went wrong?
Large and small parts of the screen are literally disappearing.

Did this work before? Yes Last week? Past two versions have been broken.

Chrome version: 72.0.3614.0  Channel: canary

Known issue. I fixed it by disabling Out of process rasterization (OOPR) in chrome://flags, and, just for good measure, disabled 3D rasterization and forced 2D rendering. I'm fairly sure only disabling OOPR is needed though.

at least they fixe the dopey oversized tabs - that was a disaster prior to Chrome 72.
No problem! Also, this issue is still present in the latest Chromium build (72.0.3615.0) :(
For reference to anyone looking into this issue, it's definitely an issue caused (in part) by this: https://chromium.googlesource.com/chromium/src/+/392cff8628eed1ce42f41362d2328f60768e2ce5

Here's a printout of the console errors when this issue happens. Disabling OOPR rasterization fixes this.
