When Chrome launches the desktop icons are refreshed

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. Start Chrome
Desktop icons are refreshed.
2. 
3. 

What is the expected behavior?
Chrome should open my homepage without refreshing desktop icons.

What went wrong?
Who knows- you tell me. It wasn't happening before a few days ago that I recall.

Did this work before? N/A 

Chrome version: 70.0.3538.102  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version:

I am using 70.0.3538.102 32 bit and just lately I have noticed that when Chrome starts my desktop icons are refreshed. I don't recall this happening previously - It's damned annoying....

Duplicate of  bug 900374  fixed in Chrome 71 which will become stable in December.
