page-break-{before,after}: {page,column} shouldn't be parsed, but it is.

Issue description

Chrome Version: 69.0.3497.100 (Developer Build) Fedora Project (64-bit)

Chrome parses page-break-after: page / column, and sets the relevant break-after / break-before value, but it doesn't serialize back.

What is the expected result?

page-break-{before,after}: {page,column} is invalid, per https://drafts.csswg.org/css2/page.html#page-break-props.

What happens instead of that? Values are mapped to the break-after / break-before properties, but still not serialized. I'm adding a WPT for this in https://bugzilla.mozilla.org/show_bug.cgi?id=775618.
