chrome PIP window doesn't use overlay |

Issue descriptionIt doesn't use overlay even if we remove the rounded corner. I haven't looked into details and not sure why but could be because we're scaling content. (or something else) omri@ do you know who is the correct eng contact?

Interesting, I noticed that it was able to use an overlay for the Android PIP window.

(We talked offline, but adding the comment for the record) Anroid PIP does use it, but wrong layer for Youtube app. It picks UI layer instead of video layer.

i'm afraid i don't know much about overlays on chromeos. generally, though, overlay decisions end up calling this per quad to decide if it's overlayable: https://cs.chromium.org/chromium/src/components/viz/service/display/overlay_candidate.cc?rcl=4eaa4d2f364739af777e527e7095eb2714a60009&l=200
