Warning before quitting (Cmd + Q) not working anymore

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. On the menu bar, click on Chrome and check "Warning before quitting (Cmd + Q)"
2. Try to click Cmd + Q

What is the expected behavior?
It should ask me if I'm sure that I want to quit Chrome (e.g. "Press long Cmd + Q to quit").

What went wrong?
It just quitting Chrome when pressing Cmd + Q.

Did this work before? Yes The previous version of Chrome 70

Chrome version: 70.0.3538.102  Channel: stable
OS Version: OS X 10.14.1
Flash Version: 

It didn't worked for a while (actually, since I remember this option is exists), then it worked on the previous version of Chrome 70 and now it's gone again.
This is very good future that you should fix and pay attention to it, I'm sure it prevented many unwanted quits.

Tested this issue on Mac OS 10.14.1 on the reported version 70.0.3538.102 and the latest Canary 72.0.3615.0 and unable to reproduce the issue.

On Hitting CMD+Q, could you see warning 'Hold CMD+Q'.
Attached is the screen cast for reference.

Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

Ohh I got the problem, it's working only when I'm using the English keyboard, if I'm using other keyboard (like Hebrew) it'll just quit without warning.

Able to reproduce this issue on Mac OS 10.13.6 on the reported version 70.0.3538.102 and latest Canary 72.0.3615.0 when the Keyboard is changed to Hebrew.
Issue is not applicable on Windows 10 and Ubuntu 14.04.

This is a Non-Regression issue as this is observed from M-60 chrome builds.

Hence marking this as Untriaged for further updates from Dev.
