Description:
-A customer sets public session policy SessionLengthLimit https://www.chromium.org/administrators/policy-list-3#SessionLengthLimit 
- the countdown timer described in the policy manual does not appear after updating to version 70

-tested on v 56 and on v 69 on test devices - the countdown timer appears properly

-confirmed on test device 
-users get only notification that can be closed and there is no option to monitor the remaining session time

Steps to reproduce: 
- set public session policy SessionLengthLimit 
- login to Chromebook

Current Behavior / Reproduction: 
- no remaining time is shown

Expected Behavior: 
- remaining time is shown on the system tray
