[Cr PiP] Keep Cr PiP shadow constant

Chrome PiP shadow should follow spec (https://drive.google.com/file/d/1UxiVH5eTqsUdxYYFrP1K231vSurljkaS/view?usp=sharing) and not change elevation depending on whether or not the last tap occurred within its bounds.

This is currently 'fixed' because we disabled activation by default. However, it's still possible to activate using Alt-Shift-V for accessibility purposes. Are we okay with that changing the elevation? To me it seems like it should.
