DevTools protocol: detaching from targets is happenning too late

Step-by-step:
1. Create a page with a single worker
2. Attach to the worker target via protocol
3. Navigate page to about:blank

Expected:
- protocol detaches from worker target before navigation commits

Actual:
- protocol detaches from worker in a random point of time :(
