We have additional configuration files that are stored per-overlay that affect builder behavior when uploading artifacts.

These are effectively additional build configuration files, and I think we should consider incorporating them into the main build configuration store (wherever that ends up).

I'm filing this now because I'd forgotten they existed until http://b/119632615 showed up.
