Review expiry for experimental-productivity-features flag

The experimental-productivity-features flag is currently used as a convenience to enable all experiment feature policies. That has an expiry of M76.

As the expiry approaches, need to review if the flag is still useful. If so, extend the expiry. If not, cleanup the flag.
