Make "recipes.py test run" return non-zero if README.recipes.md is out of date.

Issue description

As is, changes that affect README.recipes.md but don't regen it can land. This causes other unrelated CLs from picking up those changes to the doc.

ie: see https://chromium-review.googlesource.com/c/chromium/tools/build/+/1337599 which didn't regen it. Then see the later https://chromium-review.googlesource.com/c/chromium/tools/build/+/1337600 which picked up the former's change to README.recipes.md.

Could we ensure that each CL that affects README.recipes.md also regens it?
 
whoops. I thought it did this. This is definitely a bug.
