OS : Mac(10.13.6, 10.13.1, 10.14.2), Windows(7,8,10)

Precondition : Enable '#use-google-local-ntp' , '#ntp-custom-links' flags from chrome://flags.

What steps will reproduce the problem?
1. Launch chrome, open NTP and resize browser window towards LHS upto its maximum limit.
2. Now remove any existing shortcut from NTP.
3. Observe the overlapping of gear icon and toast message.

Actual Result : Gear icon overlaps with toast message in resized browser. 

Expected Result : Gear icon and toast message should not overlap with each other after resizing the browser window.

This is a regression issue broken in M-70 and below is the bisect information:
Good Build :70.0.3515.0 (Revision : 581085)
Bad Build :70.0.3516.0 (Revision : 581409)
