OS:  Win(7,8,8.1,10),Mac(10.13.1 , 10.13.6 , 10.14.2)  and Linux(14.04 LTS)

Steps to reproduce:
1. Launch chrome and navigate to 'chrome://settings' .
2. Click on 'Turn on sync..' button and sign into chrome with valid credentials.
3. Now open NTP ,click on avatar icon and click on login id which will navigate to setting page.
4. Observe.

Actual  : Incomplete URL section in omnibox is seen after navigating on chrome://setting page.
Expected: Complete URL selection should be seen after navigating on chrome://setting page.

This is Regression issue seen in M-69, and will soon update other info.
Good Build: 69.0.3472.0
Bad Build: 60.0.3473.0
