Regression: Unnecessary 'PDF Viewer' extension icon gets enabled for any google search.

Issue descriptionChrome Version: 72.0.3612.0 Revision 15e37528e073fa06eb4609e293cadd2afee1021e-refs/branch-heads/3612@{#1}(32/64 bit) OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2), Linux(14.04 LTS). URL: https://chrome.google.com/webstore/detail/pdf-viewer/oemmndcbldboiebfnladdacbdfmadadm What steps will reproduce the problem? (1) Launch chrome, navigate to above url and click on ADD TO CHROME button. (2) After adding 'PDF Viewer' extension, open NTP and search for any keyword and observe 'PDF Viewer' icon. Actual: Unnecessary 'PDF Viewer' extension icon gets enabled for any google search. Expected: 'PDF Viewer' extension icon should not gets enabled for any google search. This is a regression issue,broken in 'M72' will soon update the other info: Good build:72.0.3599.0(Revision: 604792) Bad Build: 72.0.3601.0(Revision: 605195)

This is WAI. Beginning with RuntimeHostPermissions, we show the icon as enabled if it can either be clicked OR if it is actively running (or can run) on the given page. The PDFViewer extension runs on every page by default. The reason it's greyed out on the NTP is because the NTP is a protected page.
