Regression: Glimpse of spinner is seen on chrome://settings/siteData, even when no entries present.

Issue description

Chrome Version: 72.0.3612.0 (Official Build) 15e37528e073fa06eb4609e293cadd2afee1021e-refs/branch-heads/3612@{#1} (32/64 Bit).

OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.2), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/siteData
2. Click on 'Remove All' button to clear the present entries.
3. Now, reload the page and observe.

Actual: Glimpse of spinner is seen on reloading the page, even when no entries present.
Expected: On zero entries, no such spinner should be seen.

This is a regression issue, broken in M-72 series, and below is the per-revision-bisect-info

Good Build: 72.0.3583.0(Revision:600164)
Bad Build: 72.0.3584.0(Revision:600616)

You are probably looking for a change made after 600224 (known good), but no later than 600225 (first known bad).
