What steps will reproduce the problem?
(1)Sign into user >> Open chrome://settings/networks?type=WiFi page  
(2)Click on the connected Wifi network and observe(Please refer video)

Actual: Unnecessary glimpse of "Not connected" text and "Connect" button with blank page appears while redirecting to connected network detail page
Expected: No such unnecessary glimpse of "Not connected" text and "Connect" button should be seen while redirecting to connected network detail page.

This is a Regression issue as same is working fine in M-71 beta

Note:
1.Issue is seen only for first time redirection of page 
2.Reload the page and follow the above steps for consistent repro.
