Extension options are hard to discover after Material redesign

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. Go to chrome://extensions
2. Click on Details for any extension
3. Scroll down until you find 'Extension options'

What is the expected behavior?
Add 'Options' button next to 'Details' button in extension list.

What went wrong?
After the Material redesign of extensions page, extension options are way less discoverable now and the link is somewhere below all of the technical details of an extension.

Able to reproduce the issue on Mac 10.13.6, Win-10 and Ubuntu 17.10 using chrome reported version #70.0.3538.102 and latest canary #72.0.3614.0.
This is a non-regression issue as it is observed from M66 old builds when the material redesign of extensions page was introduced. 
Hence, marking it as untriaged to get more inputs from dev team.

In a sense it's a regression compared to pre-Material design of the extensions page.
