Non-Regression: Unable to change layout style of Onscreen keyboard from floating mode to dock mode in OOBE

Chrome Version:72.0.3609.3/11264.0.0 dev-channel Kip and Daisy
OS:chrome OS

What steps will reproduce the problem?
(1)Recover Build >> From ubertray/accessibility, enable Onscreen keyboard
(2)Change the layout mode from Dock to floating
(3)click on handwriting input, write something
(4)Now try to change layout mode from floating to dock and observe nothing happens(Please refer video)

Actual: Unable to change layout mode from floating to dock 
Expected: Should be able to change the layout mode from floating to dock 

This is a Non-Regression issue seen from M-72

I think none of these options should be visible in OOBE, correct?  I think this is related to the FR in  issue 893801 .

YES.
We should not allow to switch floating mode on OOBE screen.
