ChromeVox skips paragraph

Reported by n2102410...@gmail.com, Nov 16

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.56.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.76 Safari/537.36
Platform: 11021.56.0 (Official Build) stable-channel samus

Steps to reproduce the problem:
1. Go to https://www.economist.com/finance-and-economics/2018/11/17/superstar-cities-have-a-big-advantage-in-attracting-high-paying-jobs
2. Activate ChromeVox
3. Navigate to the start of the article (In the end...)
4. Press Search + R

What is the expected behavior?
Search + R is supposed to read everything starting from the current location. Instead, it skips the entire first paragraph. It skips straight from "In the end" to "DC"

What went wrong?
ChromeVox skips the entire first paragraph. It skips straight from "In the end" to "DC"

Did this work before? N/A

Chrome version: 70.0.3538.76 Channel: stable
OS Version: 11021.56.0
Flash Version: 31.0.0.122

Components: UI>Accessibility>ChromeVox
Status: WontFix (was: Unconfirmed)
I cannot reproduce this in Chrome 72.0.3601.0
Paragraph is read correctly.
