Blurring text input focus with alt key makes IME focus strainge |

Issue descriptionChrome Version: 70.0.3538.102 OS: Windows 10 What steps will reproduce the problem? (1) Have Japanese MS-IME/Google Japanese IME(I guess any IME having candidate window) installed on windows. (2) Go "data:text/html, <div contenteditable>foo</div>" and focus after "foo". (2) Set IME mode alphabetical. (3) Type Alt to unfocus. (4) Type Zenkaku/Hankaku key to change input mode to Japanese. (5) Type something to input. What is the expected result? (6) Nothing occurs. What happens instead? At (4), IME shows input mode indicator after unfocused "foo". At (5), IME shows candidate window to input w/o focused text box. Any information? I'm not sure if this is regression and/or windows' or chrome's. Also I don't know what single Alt pushing occurs on Windows Chrome.

Setting mode to Japanese from alphabetical at step (4) is a key condition. I don't know how you change the mode w US keyboard.
