Blurring text input focus with alt key makes IME focus strainge

Issue description

Chrome Version: 70.0.3538.102
OS: Windows 10

What steps will reproduce the problem?
(1) Have Japanese MS-IME/Google Japanese IME(I guess any IME having candidate window) installed on windows.
(2) Go "data:text/html, <div contenteditable>foo</div>" and focus after "foo".
(2) Set IME mode alphabetical.
(3) Type Alt to unfocus.
(4) Type Zenkaku/Hankaku key to change input mode to Japanese.
(5) Type something to input.

What is the expected result?
(6) Nothing occurs.

What happens instead?
At (4), IME shows input mode indicator after unfocused "foo".
At (5), IME shows candidate window to input w/o focused text box.

Any information?
I'm not sure if this is regression and/or windows' or chrome's.
Also I don't know what single Alt pushing occurs on Windows Chrome.

Tried checking the issue on reported chrome version 70.0.3538.102 using Windows 10 Surface Pro with the below mentioned steps.
Pre-Condition: Had Microsoft IME Under system settings-> Region & Language -> Japanese -> Options.
1. Launched Chrome
2. Opened "data:text/html, <div contenteditable>foo</div>"
3. Focused after foo
4. Clicked Alt to unfocus
5. Tried Typing something -> Nothing happened as the input field isn't focused.

@yoichio: As we are not sure about setting IME mode to alphabetical and Typing Zenkaku/Hankaku key to change input mode, could you please elaborate on the same. A screencast showing the issue would be more helpful in triaging it further.

Setting mode to Japanese from alphabetical at step (4) is a key condition.
I don't know how you change the mode w US keyboard.

Notes. windows has layered input mode: (a)Select an IME(English kaybord/MS-IME/Google IME) and 
(b)select a mode on it(Japanese Hiragana/Alphabetical/Katanaka/,,):

The action needed at (4) is (b) select a Japanese input mode on a Japanese IME.
