[WebUI] Remove iOS9 warnings

Issue description

WebUI has a number of iOS9 warnings for JS features that were not supported. Now that Chrome is only officially supported on iOS 10+ (https://itunes.apple.com/au/app/google-chrome/id535886823?mt=8), we should remove these warning and limitations

[styleguide] Remove iOS9 references.

iOS9 is no longer supported, so we can remove caveats in the style guide.
