Issue description1) start arc youtube app 2) play video 3) enter overview youtube goes into PIP but stays inside overview. PIP window should be excluded from overview.

Thanks for the report. Ben, we should disable entering PIP mode when going into the overview, right? If so this should mostly no longer be an issue, although since apps can attempt to enter PIP mode at any time we still need to handle it.

I think you're both right - we said unlike phone (pre-P) we didn't want opening overview to trigger PiP, but like Oshima said, PiP windows shouldn't be listed as an overview window, which I think is the case in TOT (say for windows that were already in PiP).

Pip windows shouldn't be listed in overview mode now (bug fixed, was flaky previously - please LMK if it's still broken). Android Pip shouldn't trigger on overview mode once the occlusion changes are finished.
