If so this should mostly no longer be an issue, although since apps can attempt to enter PIP mode at any time we still need to handle it.

I think you're both right - we said unlike phone (pre-P) we didn't want opening overview to trigger PiP, but like Oshima said, PiP windows shouldn't be listed as an overview window, which I think is the case in TOT (say for windows that were already in PiP).

Pip windows shouldn't be listed in overview mode now (bug fixed, was flaky previously - please LMK if it's still broken). Android Pip shouldn't trigger on overview mode once the occlusion changes are finished.
