Turn on |dcheck_always_on| for Simple Chrome flow by default

Currently the Simple Chrome build environment is setup with DCHECK off by default.

Having DCHECK on is very important and helpful, we should try to encourage people to have it on.  

Can we append "dcheck_always_on = true" to the end of the gn args generated automatically by "cros chrome-sdk"?
