cave-release doesn't have enough working DUTs

Failed build:

Error:

TestLabException: Not enough DUTs for requirements: ('board:cave', 'pool:bvt'); required: 4, found: 3

The previous run was green, so maybe the missing DUT will recover?

Status: Fixed (was: Untriaged)
The bvt pool has 7 healthy duts at the moment but 3 of them were locked due to issue 848528. I unlocked them.
