What steps will reproduce the problem?
(1) Use a pixelbook
(2) Setup external monitor so that it is "above" the built-in LCD
(3) Make sure shelf in on bottom edge of external monitor and does not auto-hide
(4) Start with cursor on external monitor, just above the chrome icon the shelf
(5) Slowly move the cursor down, over the chrome icon, and onto the built-in LCD
What is the expected result?
No tooltip over the chrome icon external monitor.
What happens instead?
Tooltip over the chrome icon on external monitor. It's almost like cros thinks the cursor is still hovering over the bottom-most pixel of the chrome icon.
