Notifications onclick does not work anymore

Reported by leo.iann...@gmail.com, Nov 15

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
1. Create a a new Notification()
2. Add to it a onclick (with a console.log('clicked')) function as reported here: https://developer.mozilla.org/en-US/docs/Web/API/Notification/onclick
3. Click on the notification
4. Check in the Chrome console the "clicked" appears

What is the expected behavior?
"clicked" appears in the console

What went wrong?
The onclick function is fully ignored.

The browser will always open a new tab using as URL only the hostname

Did this work before? Yes

Chrome version: 70.0.3538.102  Channel: stable
