"Disable developer mode extensions" bubble only visible on first Chrome window

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36 Steps to reproduce the problem: 1. Load an unpacked extension using developer mode on chrome://extensions. E.g. one of the extensions from https://developer.chrome.com/extensions/samples 2. Open a page in a second Chrome window 3. Restart Chrome from that second window What is the expected behavior? The "Disable developer mode extensions" bubble should be visible on every window. What went wrong? The "Disable developer mode extensions" bubble is only visible on the first Chrome window. So when Chrome starts, and the second Chrome window gets refocussed, the bubble is not visible. Able to reproduce the issue on chrome reported version# 70.0.3538.102 an don latest chrome# 72.0.3611.0 with steps and sample URL provided in comment# 0 using Windows-10. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged. Note: Issue is specific to Windows-10 and "Disable developer mode extensions" bubble is not seen on Mac and Linux. Thanks!
