What steps will reproduce the problem?
1. Open a web page
2. Zoom in a lot so that you have vertical and horizontal scrollbars (note that zooming has the wrong origin)
3. Try to use two-finger-trackpad scrolling to scroll


What is the expected result?

Scrolls diagonally.


What happens instead of that?

Alternates scrolling vertically and horizontally; scrolling is choppy.
