Extension option popup constantly expands and shrinks

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36

Steps to reproduce the problem:
It happened on my 1.920 x 1.080 monitor (Samsung S24D340H).
1. Use Chrome in Japanese.
2. Add Stylus to your Chrome.
3. Right-click the icon in the address field.
4. Choose 'Options.'
5. Make the window size vertically longer than half of the monitor length, if you haven't.

What is the expected behavior?
The extension option popup is displayed still.

What went wrong?
The extension option popup constantly repeats expanding and shrinking.
