Steps to reproduce:
1. Launch chrome, Navigate to chrome://settings/appearance
2. Toggle button for 'Show home button'
3. Tap touch on 'Enter custom web address..' radio button.
4. Observe

Actual Result: Focus shadow appears bigger than expected on tap-touch.
Expected Result: Focus shadow should not appear bigger than expected on tap touch.

This is Regression Issue broken in M-69, and below is the per-revision bisect info.
Good Build: 69.0.3441.0 (Revision:562091)
Bad Build: 69.0.3442.0 (Revision:562138)

You are probably looking for a change made after 562102 (known good), but no later than 562103 (first known bad).

1. Issue is Win 10 (Touch Device) specific and is not seen on Win(7,8,8.1,10), Mac(10.13.1,10.13.6,10.14.2) and Linux(14.04 LTS) OS.
2. Issue is also seen on Stable #70.0.3538.102, Beta #71.0.3578.53 and Canary #72.0.3611.0 build.
