Can't switch to first tab using chzech keyboard hotkey (cmd+1)

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.102 Safari/537.36 Steps to reproduce the problem: 1. Switch to czech keyboard 2. Open some tabs 3. Switch them using cmd+1, cmd+2 and finally cmd+0 which is not working What is the expected behavior? Switch to first tab What went wrong? Witch latest major version (68 I think) it is not working Did this work before? Yes 68 I think Chrome version: 70.0.3538.102 Channel: stable OS Version: OS X 10.14.1 Flash Version:

Tried testing the issue on reported chrome version #70.0.3538.102 and chrome version #67.0.3396.99 using Mac OS 10.14 by following steps as per comment#0. Below are the observations noted while testing the issue. Observation: ========== 1.On chrome version #67.0.3396.99, Cmd+1, Cmd+2 worked correctly , but when pressed Cmd+0 observed that nothing happend and it did not move to first tab. 2.On chrome version #70.0.3538.102 Cmd+2 worked correctly, but on pressing Cmd+0 and Cmd+1 it did not move to the first tab. Attached screencasts for reference. @reporter: Could you please review attached screencasts and let us know if anything is being missed here. Thanks.!

I wrote wrong description. Sorry. With Czech keyboard : On Chrome 67 CMD+1 switches to the first tab. On Chrome 68+ CMD+1 doesn't work as I see on the casts too. It is not about CMD+0.

Able to reproduce the issue on the reported chrome 70.0.3538.102 and issue not seen on latest canary 72.0.3614.0 using Mac 10.14.0. As we are getting error after invoking the good and bad builds combination. Hence, providing the manual bisect information from https://omahaproxy.appspot.com/.
