Regression: [Guest] In find in page text box, text is seen chopped after resizing browser window to LHS.

Issue description

Chrome Version: 72.0.3610.2 Revision d1388eea987cd8f0f0e28b3570cded07eebae848-refs/branch-heads/3610@{#8}(32/64 bit)
OS: Windows(7,8,8.1,10)

What steps will reproduce the problem?
(1) Launch chrome, switch to Guest mode and then press Ctrl+F to open find in page box.
(2) Now resize browser window to LHS then type text into FIP box and observe.

Actual: In FIP box text is seen chopped after resizing browser window to LHS.

Expected: Text should not chopped in FIP box.

This is a regression issue, broken in 'M64', below is bisect info:

Good Build:64.0.3255.0
Bad Build:64.0.3256.0

You are probably looking for a change made after 513109 (known good), but no lat
er than 513112 (first known bad).

Note: 
1.Issue is not seen on Mac(10.13.1,10.13.6,10.14.1) and Linux(14.04 LTS) OS.
2.Issue is also seen on Stable build #70.0.3538.102,Beta build #71.0.3578.53 and canary build #72.0.3611.0
