Issue descriptionChrome Version:72.0.3610.2 (Official Build) d1388eea987cd8f0f0e28b3570cded07eebae848-refs/branch-heads/3610@{#8}(32/64 bit) OS: Win(7,8,8.1,10),Mac(10.13.1 , 10.13.6 , 10.14.2) and Linux(14.04 LTS) Steps to reproduce: 1. Launch chrome and open devtools on NTP. 2. Go to 'Performance' section and click on 'Reload' button. 3. Now click on 'Frames' and scroll the scrollbar using mouse. 4. Observe. Actual : Unable to drag scrollbar to bottom using mouse in performance section of devtools. Expected: Should be able to drag scrollbar to bottom using mouse in performance section of devtools. This is Regression issue seen in M-68, and will soon update other info. Good Build: 68.0.3410.0 Bad Build: 68.0.3413.0 Unable to provide 'per-revision' bisect as it shows "RuntimeError : We don't have enough builds to bisect..." error message for above range. Hence provided suspect through 'Chromium bisect'. You are probably looking for a change made after 554578 (known good), but no later than 554598 (first known bad).
