[DevTools] Colorpicker window doesn't get closed after restoring the DevTools to it's last postion.

Issue description

Chrome Version: 72.0.3610.2 (Official Build) Revision	d1388eea987cd8f0f0e28b3570cded07eebae848-refs/branch-heads/3610@{#8} (32/64-bit)
OS: Windows(7,8,8.1,10), Mac(10.13.1, 10.13.6, 10.14.1), Linux(14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and dock it to left.
2. Click to open Color-Picker window under 'Styles' section.
3. Now press "Ctrl + Shift + D" key to restore the DevTools to it's last position and observe.

Actual: Color-Picker window doesn't get dismissed on pressing "Ctrl + Shift + D" key.
Expected: Color-Picker window should get dismissed on pressing "Ctrl + Shift + D" key.

This is a non-regression issue, seen from M-60 series.

NOTE: 
1. This issue is also reproducible on Stable #70.0.3538.102 , Beta #71.0.3578.53 and Canary #72.0.3611.0
2. This issue is only reproducible for docking the DevTools to left. (Color-Picker window gets closed if we docked the DevTools to bottom or separate window)
