HW/Emoji layout turns into prior layout after special steps.

REPRO STEPS:
1.Switch to any keyboard, e.g. US.
2.Swich to A11y.
3.Open opt-in menu, click on HW/Emoji icon to open HW layout.
4.Hide VK (click the keyboard icon from task bar).
5.Reopen VK.

Actual result:
VK turn into main layout automatically.

Note:
Issue not repro if open HW/Emoji layout from VK.

Same issue repro with below steps:

1.Switch to any keyboard, e.g. US.
2.Open opt-in menu, click on HW/Emoji icon to open HW layout.
3.Put devices to laptop mode.
4.Refocus to make VK pop up.

Summary: HW/Emoji layout turns into prior layout after special steps. (was: HW/Emoji layout turns into main layout automatically after special steps.)
Sometimes, not turn into main layout, but Emoji/HW layout. So infact, HW/Emoji layout  turns into prior layout.
