input type="number" hitboxes are messed up at various scaling levels

Issue description

Chrome Version: 71.0.3578.44
OS: MacOS

What steps will reproduce the problem?
(1) Visit a site with an input type=number box.
(2) Zoom to 125%.
(3) Click on the down arrow in the input field.

What is the expected result?

Clicking on any part of the down arrow causes the visual flash to the clicked UI state, *and* makes the number go down.

What happens instead?

Clicking on some parts of the down arrow causes the visual flash to the clicked UI state, but *does not* make the number go down.

IIRC, this has been true for ~5 years, since the first HiDPI builds came out, but it's still a thing so I thought I'd finally report it.

I couldn't reproduce this on local Mac with Retina display.

Could you elaborate this?  Bottom part of down arrow? Boundary of the down arrow and the up arrow?

Mac triage: WontFix issue without repro steps or feedback.
