Enable sandbox unittests ProcessPolicyTest::CreateProcessCrashy and UnloadDllTest::BaselineAvicapDll for Windows ARM64

Steps to reproduce the problem:
Run sandbox integration tests ProcessPolicyTest::CreateProcessCrashy and UnloadDllTest::BaselineAvicapDll on Windows 10 on ARM.

What is the expected behavior?
Tests pass.

What went wrong?
Tests failed.
