chromeos4-devserver7 not able to handle load

chromeos4-devserver7 has been removed from prod in https://chrome-internal-review.googlesource.com/c/chromeos/infra_internal/skylab_inventory/+/716999 because it was causing suite RPC failures due to load issues.

See issue 901939 for gory details.

This is a follow up bug to understand what is wrong with chromeos4-devserver7 and fix / reprovision the devserver.
