Upstream EME getStatusForPolicy() and Encryption Scheme Query tests to WPT

Currently the tests are at

third_party/WebKit/LayoutTests/media/encrypted-media/encrypted-media-getstatusforpolicy.html

third_party/WebKit/LayoutTests/media/encrypted-media/encrypted-media-encryption-schemes.html

We should upstream them to WPT, and add Widevine tests to WPT.

The current test only tests Clear Key. We should also add a test for Wideviene in WPT, that at least tests that the API is available and we get some results back. We cannot assert on those results because we cannot assume the HDCP status on those test machines.
